FINAL FULL PAPER SUBMISSION

Paper and Copyright Submission

· Upload your final paper in PDF format no later than July 20, 2025 23:59 (UTC +0800).

· Due to publication deadlines, no time extensions will be granted.

· Your IEEE copyright release must be filed by July 20, 2025 23:59 (UTC +0800).

· You should confirm all details of your submission (authors, correcting spelling, data, etc.) before submitting your paper, as this will be the final manuscript presented to conference participants and submitted to IEEE Xplore for permanent archive. NO REQUESTS FOR MANUAL UPDATES TO YOUR FINAL SUBMITTED MANUSCRIPT WILL BE ACCEPTED.

Plagiarism Policy

All final papers will be screened using the IEEE CrossCheck system. Papers with a high similarity score will be returned to the authors for mandatory revisions. Failure to address these issues may result in the paper being excluded from the conference proceedings.

Self-Citation Policy

Please ensure to avoid excessive self-citation in the final manuscript. Excessive self-citation occurs when authors excessively reference their own papers in their work. It can also arise when an author repeatedly cites the work of another author, which is known as redundant citation or repeated authors in the reference section. ZPEC may reject the full paper or request revision if excessive (>25%) self-citation is identified.

Submission Instructions

All papers must be written in English, a minimum of 4 pages is required per paper in standard IEEE format, and the maximum number of pages is 6, including text, references and figures. Paper content should be original, and will be submitted for inclusion into IEEE Xplore database.

· Before uploading your final paper, ensure it meets IEEE Xplore compliance using the IEEE PDF eXpress system:

· Use PDF eXpress to check or create your PDF file

· IMPORTANT NOTE: After using the IEEE PDF eXpress system for file compliance, MAKE SURE to return to the ZPEC 2025 final submission web site and upload your compliant final submission

Final Full Paper Submission Procedure:

1.Please log into https://www.zpec.org.cn/index/user/login.html

2. Follow the steps and instructions provided by the submission system, including:

a) Create the PDF file by using IEEE PDF eXpress;

b) Submit your Full Paper with a full registration code;

c) Fill out & submit the IEEE Copyright Form, Upon completion, please download and save the PDF copy of the completed form for your record, and upload the PDF copy of the completed IEEE Copyright Form as part of your submission.

By following these steps and instructions, you can complete the submission process for your Full Paper and IEEE Copyright Form.

Final Check: Double-check that all parts of your submission are complete and that you have retained copies of all documents for your records. Make sure all submissions are confirmed within the system before exiting.

Please be noted that, before submitting your final full paper, a full registration is required.

Registration

For presenting a paper at the workshop, the paper must be linked to a full registration.

After presentation at the workshop, accepted papers will be submitted for inclusion into IEEE Xplore subject to meeting IEEE Xplore’s scope and quality requirements. Papers that are not IEEE-compliant will not be included in the proceedings nor published.
